Circumstance:

Officer Mumford was standing in the roadway conducting a traffic stop. A truck, with extended mirrors, attempted to pass him. Officer Mumford was struck by the truck’s mirrors. The blow caused him to spin around. He was hit again by the back of the truck and killed.

Biography:

Officer Mumford was a 13-year veteran of the Metropolitan Police Department, assigned to the Sixth District. He was survived by his wife, Elleen Mumford, devoted father of Christine Marie and Michael Eugene Mumford; son of Irene A. Mumford; brother of Aubrey A. Mumford, he is also survived by many other relatives and friends. The family resided in Waldorf, Md.

Officer Killed by Truck After Stopping Motorist
A D.C. police officer was fatally injured yesterday on Kenilworth Avenue NE when he was struck by a truck while he was talking to a motorist, he had pulled over in a routine traffic stop.

Officer Raymond Mumford, 39, a 13-year veteran in the police department’s Sixth District, was struck at 8:12 a.m. yesterday in the northbound lane of the 1300 block of Kenilworth Avenue NE, police said.
Mumford, who lived with his wife and two children in Waldorf, Md., died of his injuries four hours later at Prince George’s General Hospital, police said.

The truck driver, Pamela Lee Havens Johnson, 3839 64th Ave., Hyattsville, was charged with operating an unsafe vehicle and failing to pay full attention, police said. The truck that Johnson was driving was towing a trailer filled with souvenirs. She was driving the truck from the Mall to her company in Greenbelt.

Mumford had pulled over a motorist on Kenilworth Avenue for having an expired inspection sticker, police said, when the passenger’s side mirror on the truck hit him, spinning him around. Johnson slammed on the truck’s brakes and the van swerved, hitting the officer again. Police said Mumford had won many commendations for his work

On Friday March 11, 1983, Officer Raymond Eugene Mumford of 3603 Osborne Court, Waldorf, Md.; beloved husband of Elleen Mumford, devoted father of Christine Marie and Michael Eugene Mumford; son of Irene A. Mumford; brother of Aubrey A. Mumford, he is also survived by many other relatives and friends. The late Officer Mumford may be viewed at the STEWART FUNERAL HOME, 4001 Benning rd., NE. from 4 to 9 p.m. Monday. Funeral services Tuesday, March 15 at St. Luke’s Catholic Church, 4925 East Capitol St., at 10 a.m. Interment Cedar Hill Cemetery.
